In Debian, the package should be called libasound2-dev.  If apt-get 
doesn't work (why not?), you can download the package (along with 
libasound2) from
http://packages.debian.org/unstable/libasound2-dev
http://packages.debian.org/unstable/libasound2

(or replace "unstable" with whatever distribution (stable, testing) 
you are using)

P.S.  Are you the same Timur Tabi who was involved in the OS/2 
community?
