Log message (8 lines):
Fix self-delegations, which appear to have been broken for ages due to
testing host=="-" instead of hosttype=="-", leading to assuming that a
self-delegation was not in fact a special case and then trying to
include the real host name 'None' in the ssh command. Ahem.

Also, while I'm here, the delegate server is searched for on the
Python search path, meaning that as long as it's installed near bob's
component modules it'll be found.
