I am reading "this stuff", but only use English, 
so I didn't respond.
Also this change indeed seemed like a no-brainer.

This might not be directly relevant but in xml we say
encoding="ISO-8859-15" 
This is preferred to the older
encoding="ISO-8859-1" because it adds the Euro symbol
and some more accented characters.
