In the Dutch stemmer's documenation, it states:

Put initial y, and y and i between vowels into upper case. R1 and R2 (see 
the note on R1 and R2) are then defined as in German.

However, in the implementation this is how it behaves:

Put initial y, y after a vowel, and i between vowels into upper case. R1 and 
R2 (see the note on R1 and R2) are then defined as in German.

In the implementation, a 'y' only needs to follow a vowel to be converted to 
'Y'.  It is not necessary for it to be in between vowels.
