[Snowball-discuss] Apostrophe in the English stemmer

I have put treatment for apostrophe in the English (Porter2) stemmer. Very
simple, but see the background note at 

http://snowball.tartarus.org/texts/apostrophe.html

The stemmer will not do anything different to strings that don't contain
apostrophe.

The only other one that might be similarly enhanced is the Dutch stemmer.
