[Snowball-discuss] stemming 'er' suffix

After taking a more close look at the algorithm, i see that the problem with
the ER suffix is due to the fact that it is only applied for
R2 zone, whereas in some cases it is appropriate to apply for R1.

More clear example of the issue would be:

dresser -> dresser (ER is not recognized)
hairdresser -> hairdress (ER is recognized)
