[Snowball-discuss] add suffix acy to Porter stemmer for English

Thanks Steve. I am building up a kind of "wish list" for the English
stemmer, and will add your notes to the end.

But I will probably not be moving fast on this one! I added a change to
allow for -ly removal, only to have serious doublts about it later, so one
cannot be too careful here.
