C#-stemmers set described in 
http://www.iveonik.com/blog/2011/08/snowball-stemmers-on-csharp-free-download/ 
includes following languages:

Czech, Danish, Dutch, English, Finnish, French, German, Hungarian, 
Italian, Norwegian, Portuguese, Romanian, Russian and Spanish.

Please, find the PortugalStemmer.cs in archive 
http://www.iveonik.com/src/StemmersNet.rar for Portuguese stemmer. Demo 
sample use 3 languages only, but you can use class PortugalStemmer in 
the same manner.

BTW, another C#-port (fully automated) you can find as part of ported 
Lucene.net library. Please, download 
http://www.apache.org/dist/incubator/lucene.net/source/2.9.4-incubating/Apache-Lucene.Net-2.9.4-incubating.src.zip 
<http://www.apache.org/dist/incubator/lucene.net/source/2.9.4-incubating/> 
archive (it is the most fresh version for now) and look through 
\src\contrib\Snowball\SF\Snowball\Ext directory inside. I didn't use 
this stemmers, but I think it should work like our manual port. Also 
this set has several additional stemmers.
