TBH, I have no idea whether anyone is using the Turkish stemmer.
We provide it in Postgres because we provide all the Snowball
stemmers.  There are certainly Turkish users of Postgres, but
I have no data on whether they use that stemmer or find it
satisfactory.  The current issue was found by static code
analysis, not by anyone tripping over a bug in actual use.
