[Snowball-discuss] Snowball 3.0.0 released

There are still patches in progress on github, but as you can see from
the list of changes linked above there are already a huge number of
changes in this release so it seemed better to get it out rather than
delaying until more changes are merged (it's nearly 3.5 years since
2.2.0 which is really too long).

If you've submitted a patch which hasn't yet been merged, or opened
an issue which hasn't been addressed in this release, please check
on it - there are a few where I or someone else has given feedback or
asked for more information and had no further response from the
submitter.  I think some people may have disabled github email
notifications, or they get incorrectly filtered out as spam.
