Log message:
Change the macros to use 32 bit safe sequences. Where these are used
  conditionally they branch to some support code which can modify the CPSR
  out of sequence.
Added FNRTCS and FNRTCC to exit setting / clearing C.
Added some PSR manipulation macros.
