Log message:
Switch to using syncmail for commit log messages: this gives us links to
the http://cvs.tartarus.org/ site for each changed file, whilst changing
the formatting of emails as little as possible.

This has been running the snowball and xapian commits lists for quite a
while now, so hopefully there won't be any nasty problems.  We can always
switch back if there are problems.
