Log message:
Change the encoding translation files to use 32 bit for characters 0-255,
instead of 16 bits for characters 128-255. This will allow us to use tables
provided by the system with Service_International 8.
Encodings files are now format version 2, and ZapRedraw will refuse to load
old-style files (since they were never 'officially' released).
