    Support setting 'workroot' in .bob/config.
    
    This will cause the work directory in which bob does its builds to be
    created as a tmpdir inside that directory, rather than as a .work
    inside the build output dir. The idea is that if you have an
    especially fast filesystem, or one not backed up, or some such, then
    you can arrange to always use that for your throwaway work
    directories.
