    Changes to work with the Mason website migration.
    
    The web pages generated by bugs2html are now extremely bare,
    containing only the text of the bug list and bug entries themselves.
    The preamble on the main Wishlist page has been moved into the Mason
    system in putty-website, and the nav bar and so on are now provided by
    the Mason base class just like they are for all other pages.
