    Key rollover: add new signatures on old keys.
    
    The old release and snapshot keys are now signed with the new master
    key, in case the collection of third-party signatures on the latter is
    more useful to somebody than the ones on the previous master keys.

    Key rollover: add new signatures on old release keys.
    
    The old release keys are now signed with the new master key, in case
    the collection of third-party signatures on the latter is more useful
    to somebody than the ones on the previous master keys.
    
    The snapshot keys aren't, because I expect to stop using those
    immediately. But the release keys will persist for a while because the
    current release is still signed with them, so it seems worth doing
    this for those keys.

    Key rollover: partially switch over the Download page.
    
    The development snapshots will be signed with the new keys in future,
    so their download sections now link to a single .gpg file in place of
    the previous .RSA and .DSA pair. I've done the same to the
    commented-out pre-release sections of the page. However, since we
    haven't retrospectively signed the last actual release with the new
    release key (yet?), I've left that section as it is for now.
