Support a curious hybrid of Mac Roman and ISO 8859-1.

Apparently in 1992 Andre Pirard proposed a permutation of the Mac
Roman single-byte charset (the old pre-Euro version) with the property
that it matches the encoding of ISO 8859-1 on all characters common to
    both sets.

I found out about this because I received email in which some
typographical quote characters had mysteriously been replaced with
superscript digits 1,2,3; investigation turned up this character set
as the missing link. So Mac Outlook can be set to use this curious
character set even in 2015, and therefore it seems worth adding it to
libcharset's database in case I'm ever called on to untangle a file
    encoded in it!
