    Convenience improvements to bugs2html.
    
    It's now got the execute bit set, and also you should now be able to
    run it from a directory other than 'control' and it will automatically
    chdir to the right place to look for all its bits and pieces. I got
    sick of having to type '(cd control && perl bugs2html)' all the time
    instead of './control/bugs2html'.
