    Add a .need_x11 file for the utils Makefile to see.
    
    This is the new method of signalling to the umbrella Makefile in my
    'utils' repository - now that it doesn't rely on containing a fixed
    list of utility subdirectories any more - that this is an X-using
    utility and should not be included in make targets with 'nox' in them.
