    Provide a SKIP_TESTS option in Buildscr.
    
    This makes the bob build go a lot faster, which is useful in
    situations where I'm making modifications to the build script itself
    and don't really want to wait for two entire test runs of the
    unmodified actual spigot program every time I test the script.

    Default to building Windows spigot with clang-cl.
    
    The GMP system seems to be working well enough that I think I should
    actually put the GMPified Windows spigot up on the web.
    
    The build script now has four usage modes. It can build without GMP;
    it can build with GMP if you give it a pre-provided archive of headers
    and libraries; it can build with GMP starting from nothing but a GMP
    source tarball, and *produce* that library archive for reuse in future
    builds; or it can fall back to a traditional Visual Studio build (also
    without GMP).
