Switch makefile to autotools.
Mostly because I don't use this makefile often, and having it be very
standard means I don't have to remember how some weird thing of my own
works when I haven't used it in ages.
Also, while I'm here, I've replaced the use of libcurses with
libtinfo, having recently found out (in the context of spigot) that
that's a more minimal way to get at things like tigetstr.
(Putting autoconf into caltrap's world also opens the possibility of a
port to the more up-to-date sqlite3, though that looks as if it's not
totally trivial.)

Fix goof in a new error message.
I was passing the wrong parameter string to err_optnoarg if you used
the new --colour option without an argument.
