    Remove '_static' directory from sphinx config.
    
    That's where you're supposed to put static files of your own that you
    want the docs to refer to (presumably images, screenshots, stylesheet
    overrides etc). I don't have any, so the python-doc/_static directory
    doesn't exist, which causes a warning from sphinx-build. But the main
    build script runs sphinx-build with warnings turned into errors, so
    that's not good enough.
    
    Rather than create the empty directory and persuade git to preserve it
    (or get Buildscr to create it), it seems simpler to tell sphinx not to
    look for it in the first place. If I ever do need diagrams or graphs
    or some such, I can always add it back later.

    Build and deliver the Python module tarball and its docs.
    
    This also requires me to rename the tarball name to 'spigot-py' rather
    than 'spigot', to avoid confusion with the tarball for the CLI program.

    just configure.ac.
