    New GPG keys.
    
    The 2015 ones are about to expire, so I've replaced them all.
    (Including the later-generated Secure Contact Key, so that now all of
    them will roll over on the same schedule.)
    
    Per the procedure in Appendix E, the 2015 Release Key is also updated
    with a signature from the new 2018 Master Key.
    
    Also, added a news item announcing the rollover.
