    Garbage-collect .gitignore entry for config.pl.
    
    The Perl bugs2html has been gone since 2016, but I was just confused
    by finding a config.pl in my own checkout, which I hadn't spotted and
    cleared out before because .gitignore had been stopping 'git status'
    mentioning it to me. No longer.
