    New links to non-RFC SOCKS documents.

    I just noticed that archive.socks.permeo.com has become a dead domain.
    The expired I-D for CHAP is still available at datatracker.ietf.org;
    the two SOCKS 4 documents were never put through the IETF at all that
    I could see, but I found OpenSSH has kept copies, so I've linked to
    them there instead.
