    Withdraw FTP downloads, and add a news item announcing it.
    
    chiark is no longer running an ftpd after the upgrade (the one it was
    previously running is not in Debian any more). This seems like an
    opportunity to try withdrawing the FTP downloads completely, and see
    who complains and whether they have a compelling use case.
