    bugs2html: introduce new <rfc> pseudo-html tag.
    
    Standardise on what appear to be the current canonical RFC URLs on
    rfc-editor.org, which yields native HTML for newer RFCs and HTML-ified
    text with section anchors, status, errata etc for older RFCs.
