    Put the website into pre-release mode.
    
    I've fixed the list of things people complained about in 0.82, and
    implemented all the extra features I planned to squeeze in for 0.83
    (except pscp/psftp ~ expansion which turned out to be more difficult
    than expected). And I've made a pre-0.83 branch and done a build from
    it. So it's time to put up some pre-release builds for testing.
