I see you managed to create a ticket, but for the record in case anyone else
hits this, you now need to confirm your trac account (by replying to an email)
before you can do much beyond what an anonymous user can.  That's true even
if you had a trac account already.  You should see a coloured box on trac pages
you don't have permission for prompting you to do this.

I'd rather we didn't have to require this, but we were getting increasing
amounts of ticket and wiki spam before we added this requirement.  Since we
have, we've had none at all, so it's certainly effective.  And it is also
useful to know we have a way to contact the person who submitted the ticket.
