CDFO: survey/xml scope and objectives

It's good to start seeing how many people have already been working on this
subject. We can now list four existing websites showing this development work.

However I think it's very important that we all enter this with a frame of
mind where we are willing to backtrack a bit if necessary in order for us
to come up with an agreed common result, rather than each of us insisting
on sticking with everything he has already done. Difficult, but necessary
for success.
