[Snowball-discuss] Finnish vowels

In the Finnish stemmer, it states this:

Finnish includes the following accented forms,
ä   ö
The following letters are vowels:
a   e   i   o   u   y   ä   ö

However, I believe that 'Å' (A with a volle) is also in their alphabet 
(albeit uncommonly used).  Please refer to
