    http-proxy-auth-wsaenotconn: mark as fixed (optimistically).
    
    I haven't yet seen a successful test on a real working web proxy, only
    on a bodgy piece of Python that worked just well enough to demonstrate
    the changeover between two connections to the proxy (but then didn't
    go on to make a full connection). But we can always mark it as "not
    fixed after all" if it turns out there's still a problem.
