    http-proxy-auth-wsaenotconn: update Fixed-in.
    
    I still believe that the fix in the previously named commit _works_,
    but it only applies to the GUI tools. The CLI tools turned out to have
    the same bug via a different route. Update to cite the latest commit
    out of the ones that fix the problem.
